總統府發言人郭雅慧表示，林信義代表曾於2005年及2024年兩度以領袖代表身分出席AELM，對APEC運作及相關議題討論有深入瞭解及掌握，是代表賴清德出席今年AELM最合適的人選。
總統府表示，今年韓國主辦APEC主題為「打造永續明天」（Building a Sustainable Tomorrow），三大優先領域則為「連結：透過促進貿易與投資，及推動實體、制度性及人際交流強化連結」（Connect: strengthen connectivity by facilitating trade and investment, and promoting physical, institutional, people-to-people exchanges）、「創新：透過消彌差距及促進人工智慧合作強化數位創新」（Innovate: fostering digital innovation by bridging divide and enhancing cooperation on Artificial Intelligence）及「繁榮：透過應對全球挑戰實現永續暨包容性成長與繁榮」（Prosper: achieving sustainable and inclusive growth and prosperity by addressing global challenges），其中「人工智慧」（AI）及「因應人口挑戰」兩大主軸，與總統上任後致力推動臺灣成為「人工智慧島」，並提出「健康臺灣」願景、積極布局AI晶片、智慧製造、智慧醫療與數位治理等政策方向高度契合。
郭雅慧表示，林信義長年深耕產業界，兼具制訂及執行國家重大經濟決策經驗，對我國產業發展及全球經貿情勢也有深刻掌握，相信能在APEC完整分享我國施政願景與成果，圓滿達成總統交付任務。
